Annexation to the City of Fairview will provide full-time owners with greater control, reliable services, and a proven municipal framework to address our unique needs. Here’s how this transition benefits you:
No HOA Board Meetings: No need to attend or worry about monthly HOA discussions and being forced to attend meetings outside of Sanpete County.
No HOA Voting Conflicts: Decisions impacting full-time owners will no longer be determined by seasonal members.
No HOA Restrictions: Properties are governed solely by city ordinances, not selective HOA-enforced rules.
No HOA Fees: Full-time members will become citizens of Fairview City and avoid the proposed plan to increase full-time dues when future shortfalls arise until they are double the seasonal fees.
No HOA Special Assessments: Full-time members will no longer be subject to any HOA special assessments.
No HOA Governing Documents: Full-time owners will not be subject to CC&Rs and Bylaws, eliminating the conflicts and complications of rule enforcement.
No HOA Bureaucracy: Elimination of HOA paperwork, approvals, and reporting requirements.

Fairview City would assume ownership and management of the resort’s amenities, removing the financial and administrative concerns these facilities currently place on the HOA. This shift would allow Seasonal owners to focus their resources on upper-mountain needs instead of ongoing maintenance and repair costs or future assessments.

Answers to some of the most common questions.
No. For those in SMR, your HOA fee will be eliminated. You will see savings in water, power and taxes. While some fees may change, overall expenses will be lower.
Seasonal owners who understand the long-term benefits of annexation while also recognizing that SMR amenities, such as the golf course, swimming pool, RV park, and existing buildings--have become liabilities due to significant maintenance needs and rising costs. With Fairview City taking ownership and management, these facilities would be better maintained, helping reduce HOA fees, prevent future assessments, and resolve ongoing conflicts with full-time residents. Seasonal owners should contact the HOA Board and urge them to support the annexation and work cooperatively with the County and Fairview City to move it forward.
As part of the transition, the existing entry gates to the full-time SMR area will be removed, while new seasonal gates are likely to be added in the upper sections to support appropriate access while preserving their peace and quite.
Yes. You will still be able to use all of the SMR amenities, including the golf course, swimming pool, RV park, and more. The difference is that Fairview City will take over maintenance and management, giving you peace of mind knowing these facilities will be better cared for, without you having to deal with the costs or liability of ownership.
Integration with Fairview's established emergency systems means dedicated police, fire, and ambulance coverage, leading to quicker responses times.
Only full-time SMR owners and proposed properties included in the annexation are eligible to sign the petition. Signing the petition indicates you approve the annexation. Choosing not to sign indicates that you do not support the annexation.
Annexation allows for efficient planning and permitting while following City ordinances that protect our natural surroundings, and giving owners more control over balanced growth.
Your current Greenbelt status will not be affected.
Fairview City will allow property owners to keep and use their existing wells.
Fairview City has ordinances for its current boundaries, and the annexation would extend those with practical zoning standards that fit the area. These standards would still allow property owners to camp or stay in an RV on their own property.
